Saying sorry ist the first step but it is also the easiest one. The next steps like doing something against it so that this wont happen again, helping the victims, taking proper and legal action against the actors etc. are the tougher ones. As long as this is the only step, which most probably it will be, this is not a sign of remorse nor compassion.
